In case I am using the mobile app which is communicating with a V-SDC, am I no longer required to have an E-SDC?

No, according to the fiscal regulations in Serbia, only online stores are not required to have an E-SDC. Any other business has to have at least one E-SDC on their premises per business location. The use of V-SDC, however, is optional.
