How many times does the SDC transfer data to the Tax Authority's Server?

Only once - though SDC should try to resubmit the invoice if it receives a message from the Tax Authority server that invoice storage was unsuccessful.
The invoice Response is returned to POS so that an invoice can be issued to the customer, while an Audit Package (containing the invoice response and some additional data) is submitted to the Tax Authority.
